That checklist is a useful starting point, but one distinction is worth making explicit: CPNP notification isn’t an EU approval or safety certificate. Before a cosmetic goes on the market, the designated EU Responsible Person must ensure the product meets the Cosmetics Regulation requirements, including a completed Product Information File (PIF) and Cosmetic Product Safety Report (CPSR) prepared by a qualified safety assessor. The PIF also needs to be available to the relevant authorities at the RP’s address and kept up to date.

For Korean brands, the common snag is getting a complete, consistent evidence pack from the manufacturer: the exact formula and INCI list, raw-material specifications, stability and microbiological data where relevant, packaging details, and substantiation for claims. The EU label needs the RP’s details and required product information in the appropriate language(s) for each destination market; translation alone won’t fix a non-compliant claim or ingredient issue.

I’d settle the RP and safety assessor early, then have them review the formula and label before printing packaging or booking shipment. Requirements can depend on the product and markets, so confirm against the current EU rules and local language requirements rather than treating a generic checklist as a green light.
