That’s right. The ASEAN Cosmetic Directive (ACD) is a starting point for common standards; it does not mean that notifying a product once lets you sell it immediately in every member country. You need to separately address the appointment of a local responsible person, product notification procedures, label language and mandatory information, and review of advertising claims for each country. It’s safest to check ingredient restrictions and required documentation against the latest requirements of the destination country.
It’s also a good idea to add distribution channels, importer requirements, customs documents, and halal-related preparations to the checklist. In particular, the timing and scope of halal requirements in Indonesia and Malaysia may vary depending on the product and business situation, so check with official agencies or local partners. Even if you start with Singapore, you shouldn’t assume that its labeling or notification preparations will apply as-is in other countries.
In practice, it’s better to choose your first target country by comparing not just market size, but also local import partners, target channels, and the burden of revising labels.
