For general cosmetics, you can generally think of the process as appointing a responsible person in China (境内责任人), then registering with the National Medical Products Administration (NMPA) system and submitting the required documents. It differs from the structure for special cosmetics, which require pre-market approval, but registration does not mean that document review or post-market management is any less rigorous. You need to get everything in order first, from product classification to ingredients, labeling, and safety documentation.
The practical checklist is roughly as follows.
In particular, claims such as “whitening” and sun protection can affect product classification and claim wording, so it is safer to review marketing copy as well. Chinese regulations and submission requirements can change, so before proceeding, check the latest requirements in official NMPA guidance and with your local responsible person or a specialist agency.
