China NMPA Announcement No. 70: registering imported cosmetics gets lighter

China's NMPA issued Announcement No. 70 of 2026 on July 29, 2026, effective the same day. It trims cosmetic registration and filing steps, which directly affects imported brands.

What changes for imported cosmetics

1. China-first launches allowed: a "China-first launch commitment statement" can replace proof of prior overseas sales
2. Wider toxicology-report exemptions: perms, non-oxidative hair dyes and physical-coverage whitening products may be exempt if the maker holds qualifying production quality certificates
3. Ingredient safety documents: no longer submitted online; the company ​keeps them on file for inspection
4. Data sharing for similar formulas: products under the same registrant and brand may share microbiological, physicochemical, toxicological and human safety test reports
5. Reusing data when production moves: existing safety data can be reused between China and overseas sites, though new microbiological testing is still required
