EU Responsible Person: set up your own entity or outsource it?
To sell cosmetics in the EU you must have a Responsible Person (RP). The RP handles CPNP notification, keeps the Product Information File (PIF) and deals with authorities.
Small brands usually start with an RP service from a consultancy or logistics firm: predictable cost, quick start. As sales grow, many move to their own EU entity.
What people usually compare
- Specialist outside RP: low setup cost and admin / weaker control of documents, and switching providers is a hassle
- Logistics provider doubling as RP: warehouse, customs and RP in one / your logistics contract and regulatory status get tied together
- Own EU entity: control and credibility / setup, staff and accounting costs
With fragrance-allergen expansion and packaging rules piling up, a common view is that "who holds your RP decides how fast you can respond."
