Cosmetics Primary and Secondary Packaging Labeling: Commonly Missed Items

Before printing, it is safest to first separate and check what must be labeled on the container and primary packaging, and what must be labeled on the folding carton and secondary packaging. Whether some items may be listed on only one of them, and which exemptions or exceptions apply, may vary depending on the product type and packaging structure. For the final determination, check the current 「Cosmetics Act」, relevant notices, and guidance from the competent authorities.

These are items that are often overlooked in practice.

• Name and address of the responsible cosmetics distributor, lot number, expiration date or period of use after opening
• Whether the list of all ingredients matches the latest formula, and whether they are listed in descending order of amount; also check whether there are ingredients requiring separate labeling, such as fragrance allergens
• Precautions for use, whether the product is a functional cosmetic, and any required statements
• Labeling items applicable to the product, such as net volume or weight, directions for use, and consumer inquiry contact information
• If a Korean-language label is added, discrepancies with, coverage of, or legibility issues in the originally printed text

At the proofreading stage, comparing the formula, product classification, and labeling text all at once, and separately checking both the final design and the actual printed version, can help reduce the risk of rework. In particular, it is better not to rely only on a general product checklist for functional or imported products.
