It is a very common question. SPF on a makeup label is tested at a generous amount, and most people apply far less foundation than that.

Usually, no—not if foundation or cushion is your only protection. SPF on makeup is measured using a much more generous application than most people want to wear, so the real-world protection from a thin layer can be lower and uneven. Reapplying makeup also isn’t always practical.
Use a broad-spectrum sunscreen as your main layer, applied evenly over exposed skin; give it a moment to set, then add foundation or cushion. Treat the makeup SPF as a bonus, not a replacement. If you’re outdoors for a long stretch, reapply sunscreen about every two hours, and sooner after swimming or heavy sweating, following the product label. A sun stick or SPF cushion can help with touch-ups, but it’s hard to apply enough for reliable coverage on its own.
