I’d choose toner. Applying it by pressing it in with your hands makes it easy to reduce friction, and since you’re not using cotton pads, you don’t have to worry as much about irritation or waste. Especially on days when your skin feels dry or sensitive, it’s gentler to press on one thin layer with your palms rather than rubbing several times.
That said, pads definitely have their advantages. They’re convenient when leftover residue after cleansing bothers you or when you want to tidy up your skin with one pad on a busy morning. If you choose pads, I recommend gliding them gently rather than swiping firmly like a “wiping toner,” and leaving them on only for the amount of time indicated in the product directions. For pads containing acids or fragrance, it’s a good idea to check the ingredient list and your skin’s reaction before using them every day.
If you have to keep only one, go with whichever makes your usual routine simpler! What made you choose yours?
