Korea just passed a law to make K-beauty the world's No. 1 cosmetics industry
Korea has a new law aimed squarely at beauty. The Act on the Promotion and Support of the Cosmetics Industry was promulgated on September 15, 2026, and the government says a cross-ministry strategy follows this year.
What the plan covers, per the report:
- Support across the whole chain: R&D, ingredients and containers, manufacturing, distribution and exports
- A large R&D program from 2028, with AI and skin analysis among the target technologies
- Skin data collection growing from 500 to 2,500 people a year
- A new K-beauty hub planned in China, after the ones in the US and Europe
The backdrop: exports reached $11.4 billion in 2025, making Korea the second-largest cosmetics exporter. The notable shift is in tone. Cosmetics policy used to be mostly about safety rules; this law is about growing the industry.
