Korea's VAT refund on cosmetic procedures for tourists has lapsed — a bill to revive it is under review

Foreign tourists used to get back the VAT paid on cosmetic surgery and skin treatments​in Korea. The special rule began in 2016 and was extended several times, but itended at the close of 2025.

Where things stand:

• In April 2026 a lawmaker proposed extending it to 31 December 2027
• On 29 July the bill went to a National Assembly subcommittee for review
• A Korean plastic surgery society says foreign patients fell 20–30% after the rule ended

If you are planning a trip:

• Do not assume a refund for now; ask whether quotes include VAT
• Shopping tax refunds and medical VAT refunds are separate systems
• Whether and when the bill passes is still open
